Canada Exempts International Graduate Students from Study Permit Caps

Considering master's or PhD level studies in Canada? Graduate students at public universities in Canada will be exempt from study permit caps, and the Provincial Attestation Letter (PAL) requirement, making achieving your dream of graduate studies in Canada more attainable.

"Today's decision to exempt graduate students from permit caps is an important step towards rebuilding Canada's immigration system in a sustainable manner, focused on attracting top talent and leveraging our reputation as a global destination for excellence," said Robert Asselin, CEO of U15 Canada, an association of Canadian research universities.

They've recently launched a new webpage for international students considering grad studies. Doctoral applicants from outside Canada will also see quicker study permit processing times, too: the new standard is 14 days, which includes your accompanying family members.

How to apply for graduate studies in Canada

Ready to start your graduate journey here in Canada? The first step is to explore schools and programs to find the options that interest you most. That's where StudyinCanada.com comes in!

Next, apply to your schools of choice, and when you receive a letter of acceptance, you can apply for a study permit. IRCC cautions you to apply for grad studies early, as you cannot apply for a study permit without a letter of acceptance.

Then, gather your required documents. If you apply for your study permit on or after January 1, 2026, you don't need a provincial (or territorial) attestation letter! If your family will accompany you to Canada, you'll also prepare their applications through IRCC.

Finally, it's time to apply for a study permit. The IRCC website will walk you through the study permit procedure, including getting your documents in order, the application process, and what to do after you've applied.

Stay and work in Canada after graduation
